Javier is a Professor in the Department of Community Health Sciences at the University of Manitoba. He teaches courses in program evaluation and social development at the undergraduate and graduate levels, and conducts research and development projects on intercultural health and health information with Indigenous partners in Guatemala, Colombia, Argentina, Dominica and Canada. Javier also leads the Program and Policy Evaluation Research Group at the university.
